Bu devletlerin tek amacı ise denizleri ele geçirmek. Korsanlar da bu dönemde devletlere çalışıyorlar. Yani paralı askerler. Bir süre süren savaş 1703 yılında Utrecht Antlaşması’nın imzalanıp barışın ilan edilmesi ile sona erer. Bunun sonucunda ise korsanlar işsiz kalır. Ortada kalan korsanlar, ortak çıkarları için birleşirler ve tüm devletlere savaş açarlar. Bu birleşim sonucunda zorunlu kaldıkları için kendi aralarında kurallar oluştururlar.
