KB4023057 is not a normal Windows Update. It gets re-released and pushed again every now and then for months now.
It's Microsoft trying to make sure Windows Update is working the way they want it to work. And while this sounds ok at first, it isn't.
All it does is trying to reset Windows Update so people like me who hide specific Updates, Upgrades or even use external Update Managers get forced back into the regular Windows Update process by resetting network settings, resetting Registry keys and resetting the Windows Update database etc.
So if you are using standard Windows Update anyway you can install it (every time they re-release it). If you are using custom settings or an external Update Manager, you may not want to install it.
